Senate committee discusses Alfa health plans proposal, hears feedback and concerns


A bill in Alabama that would allow the Alabama Farmers Federation to offer health plans to its members is sparking both support and opposition. Sponsored by Rep. David Faulkner, the bill aims to help offset rising health insurance costs for farmers who are often self-employed. Critics, including the American Cancer Society and the American Lung Association, argue that the plan lacks consumer protections, as it could deny coverage based on pre-existing conditions.

During a public hearing, Faulkner defended the bill, touting it as the most comprehensive farm bureau legislation in the country with strong consumer protections and oversight. The bill passed in the House but faced criticism for lacking oversight by the Alabama Department of Insurance.

Supporters of the bill, including farmers like Kristie Nelson, emphasized the economic stability that would come with enrolling in a specially curated health plan for self-employed individuals. However, opponents, like Ted Hosp of Blue Cross Blue Shield of Alabama, raised concerns about the lack of coverage for essential health services and consumer protections.

Several lawmakers, including Sens. Merika Coleman and Rodger Smitherman, expressed reservations about the bill’s lack of consumer protections and suggested that more safeguards would be needed for their support.

The bill was not voted on during the hearing and will have to pass out of a Senate committee before proceeding further. Despite the ongoing debate, lawmakers like Rep. Frances Holk-Jones expressed hope that the bill could be amended to address concerns from both sides and ultimately provide a solution to help farmers with their health insurance needs.
