Political Tensions Rise in Alabama Senate Amid Last-Minute Legislative Maneuvers
MONTGOMERY, Ala. — As the Alabama Senate approaches the final day of the 2025 legislative session next week, Democrats are significantly slowing down Republican initiatives, particularly regarding gambling legislation and a controversial archives bill.
Democratic Senator Bobby Singleton of Greensboro expressed frustration over his proposed legislation aimed at modifying gambling operations in Greene County. The bill, which seeks to legalize pari-mutuel wagering on historical horse racing, has stalled due to a lack of House support. Singleton declared, “I’ll talk for 40 more hours” to challenge the delay, insisting that he won’t allow House members to vote on their local bills while his proposal remains sidelined.
In discussions surrounding Senate Bill 90, House members argued that gambling-related legislation should be treated as a general bill, not a local one. Rep. Steve Clouse, R-Ozark, remarked on the inadequacies of addressing such matters at the last minute, suggesting that a comprehensive gambling package should have been pursued earlier, echoing general discontent over the bill’s handling.
Further complicating matters is Senate Bill 5, which would change the composition of the Alabama Department of Archives and History Board. Democratic Senator Rodger Smitherman led a nearly three-hour filibuster against this bill, expressing concerns over the lack of oversight in board member appointments. The amendments proposed by the House have complicated the path forward, now requiring negotiations in a conference committee.
As the clock ticks down, Senate President Pro Tem Garlan Gudger emphasized that local bills would remain the priority, with about 60 local bills pending. The Senate reconvenes at 1 p.m. next Wednesday, with a limited window to finalize decisions and possibly face a veto from Governor Kay Ivey on May 14.
The session’s conclusion promises to be contentious, highlighting a growing divide between legislative priorities as important bills hang in the balance.
