Ukraine has banned the use of the Telegram messaging app on official devices to prevent spying by Russia, a leading security body has confirmed. Meanwhile, Russian forces launched strikes in Kharkiv, injuring 15 people, including three children. In other regions, Russian strikes killed two people and injured two more. The EU has announced a €35bn loan to Ukraine backed by frozen Russian assets to help the country weather a third winter of war with Russia. President Zelenskyy said Ukraine’s “victory plan” relies on quick decisions by allies this year, with the US preparing a $375m military aid package for Ukraine and Norway increasing aid by $475m.
Russia has charged four of its soldiers with torturing a US citizen in its occupied territory in Ukraine. Additionally, management at the Russian-held Zaporizhzhia nuclear power plant accused Ukrainian forces of launching a drone attack on a nearby electricity substation, damaging a transformer. Meanwhile, NATO concluded an anti-drone exercise with Ukraine participating for the first time to learn from the widespread use of unmanned systems in the ongoing conflict. This news comes as Ukraine continues to face attacks and hostilities in the region.
