Twinkle Cavanaugh Resigns from Alabama PSC, Takes Role as State Director for USDA Rural Development
Montgomery, AL – After 15 years of dedicated service, Twinkle Cavanaugh, president of the Alabama Public Service Commission (PSC), announced her resignation on Monday. She has been appointed as Alabama’s State Director for Rural Development at the U.S. Department of Agriculture (USDA) by Secretary Brooke Rollins. Cavanaugh’s last day at the PSC will be June 1.
In a statement, Cavanaugh expressed gratitude for her time at the PSC, saying, “It has been a tremendous honor to serve the people of Alabama… Every decision made was motivated by the desire to fight for the hardworking families in our great state.”
First elected to the PSC in 2010 and becoming its president in 2012, Cavanaugh has faced criticism from watchdog and environmental groups throughout her tenure. Despite this, she remained a formidable presence in Alabama politics, facing minimal opposition at the polls and securing the highest number of votes in the 2020 election.
U.S. Senator Katie Britt commended Cavanaugh’s appointment, highlighting her as a strong advocate for Alabama’s agricultural community. Farmers Federation president Jimmy Parnell echoed these sentiments, praising Cavanaugh’s extensive network and her ability to effectuate change. "Her greatest asset is her strong network among real people—both individuals and businesses—and her ability to leverage relationships to get things done," he stated.
As speculation mounts regarding her successor at the PSC, sources indicate that Caroleene Dobson is likely to be appointed by Governor Kay Ivey to fill Cavanaugh’s role. The transition marks a significant shift in Alabama’s regulatory landscape as Cavanaugh moves to a federal position aimed at fostering rural development across the state.
