Washington, D.C. — Congressman Dale Strong’s groundbreaking legislation to establish a working group within the Department of Homeland Security (DHS) focused on countering threats from the Chinese Communist Party (CCP) is poised for introduction in the Senate when Congress reconvenes after its two-week recess.

The bill, known as the Strategic Homeland Intelligence and Enforcement Legislation to Defend (SHIELD) Against the CCP Act, has recently gained support from key organizations including the Major County Sheriffs of America, the National Narcotic Officers’ Association Coalition, and the National Fusion Center Association. These entities, particularly fusion centers, play a vital role in intelligence sharing across various levels of government.

The SHIELD Act requires the working group to evaluate and report on the CCP’s exploitation of U.S. immigration systems, economic practices, and involvement in illicit financial activities, specifically in drug trafficking. Congressman Strong, a Republican from Huntsville, emphasized that "China represents one of the most aggressive and dangerous threats to our national security today," asserting the necessity of a dedicated team to combat this looming danger.

Eric Brown, president of the National Narcotic Officers’ Association Coalition, highlighted that the legislation would enable resources to confront the CCP’s role in the pervasive issue of drug trafficking, including fentanyl. He stated, “The Chinese Communist Party is actively involved in supporting transnational criminal organizations that contribute to drug-related deaths across our country.”

Recent reports indicate over 60 espionage cases attributed to the CCP across 20 states, underscoring the urgency of countermeasures. Mike Sena, president of the National Fusion Center Association, commended Strong’s commitment to enhancing collaborative efforts in addressing these threats.

This initiative reflects Strong’s broader efforts within the Homeland Security Committee, as he also introduced two other bills that successfully passed the House last month. The SHIELD Act previously passed the House last year but stalled in the Senate.
