MONTGOMERY, Ala. — Alabama Governor Kay Ivey has officially announced a special election to fill the House District 63 seat, previously held by Rep. Cynthia Almond, who has been appointed president of the state Public Service Commission. The general special election is scheduled for January 13, 2026, with the primary election set for September 30, 2025. Should no candidate secure over 50% of the primary votes, a runoff will take place on October 28, 2025.

In a statement, Gov. Ivey praised Almond for her dedication to the district, saying, “Rep. Cynthia Almond has served the people of House District 63 with integrity and purpose. Although her presence in the Legislature will be missed, her leadership will continue to shine in this vital statewide role.” Ivey emphasized the importance of electoral participation, urging voters in the district to ensure their voices are heard.

Candidates from major political parties have until June 23, 2025, to file their applications, while independent and minor party candidates have until September 30, 2025. Historically, House District 63 has been a Republican stronghold for over 25 years, making a competitive primary election likely, especially given past presidential election margins favoring Republicans—Trump won by 13 points in 2020 and by nearly 17 in 2024.

Almond’s transition to the Public Service Commission comes after her predecessor, Twinkle Cavanaugh, was appointed by former President Donald Trump as the U.S. Department of Agriculture’s state director for rural development. Almond will oversee the commission responsible for regulating Alabama’s utilities, marking a significant step in her political career while prompting new opportunities in the district she represented since 2021.
