LGBTQ Refugees Warn That Kenya’s Reform Plan May Exclude Them

In Limuru, Kenya, Ugandan refugee Constance expresses concern over the Shirika Plan, a recent initiative by President William Ruto aimed at integrating over 800,000 refugees into Kenyan society. While the plan promises to transform Kakuma and Dadaab camps into open cities, allowing refugees to access jobs and services, Constance fears it may increase their vulnerability, especially for LGBTQ refugees like himself. He highlights the exclusion of LGBTQ groups from discussions surrounding the plan, raising concerns about their safety and representation.

Kenya’s refugee commissioner, John Burugu, asserts that all affected groups were invited to participate, yet activists believe LGBTQ voices are being sidelined. The Shirika Plan, lauded by the UNHCR for promoting refugee self-reliance, faces criticism from local leaders who advocate for repatriation rather than integration. Anti-LGBTQ sentiment in Kenya has escalated, especially with neighboring Uganda implementing harsh laws against homosexuality.

Activists warn that the integration process could heighten risks for LGBTQ refugees, who already face harassment and discrimination both within and outside the camps. Refugees like Kamya Chrisestom question their safety in mixed communities, while organizations call for LGBTQ rights to be explicitly included in the Shirika Plan.

Although UNHCR aims for inclusivity, systemic delays in asylum processing persist, leaving many, including Constance, in limbo. This situation underlines the precarious position of LGBTQ refugees amidst efforts to improve the overall refugee experience in Kenya. Constance’s eight-year wait for asylum approval reflects the broader challenges that still hinder the realization of their rights and safety in the country.
