Alabama Legislative Session Yields Tax Cuts and Benefits Amid Unresolved Proposals

In a productive 15-week legislative session, Alabama lawmakers enacted tax reductions, raised prescription fees for independent pharmacies, and introduced paid parental leave for educators. However, several notable proposals failed to pass, highlighting the ongoing challenges in state governance.

Among the significant achievements, the session saw the retention of over $300 million in overtime pay for hourly workers, though this tax break is set to expire in June. Lawmakers chose broad-based tax cuts instead, including a penny reduction in the state’s sales tax on groceries, estimated to save about $122 million annually. Several other tax proposals, including doubling the income tax exemption for seniors and raising the standard deduction, faced legislative roadblocks.

Controversially, discussions surrounding gambling expansion, including a state lottery, again stalled without sufficient Republican support, with Senator Greg Albritton expressing doubt about future prospects. Other proposals, such as Senator Chris Elliott’s occupational licensing reform, which aimed to streamline the management of various boards, were also sidelined.

Several high-profile bills, like the expansion of ready-to-drink spirits sales and rules regarding content filters for minors on smart devices, faced similar fates. Moreover, significant legislative efforts, including a ban on drag shows in public libraries and a controversial bill concerning gender ideology discussions in schools, failed to pass before adjournment.

Governor Kay Ivey’s priorities were also impacted, with a scholarship program for law enforcement families unable to clear the Senate due to extensive filibustering. Additionally, a bid to mandate religious instruction release time in public schools stalled amid pushback over local control.

As Alabama legislators prepare for the upcoming election season, many of these unresolved issues are expected to resurface next year.
