Ingram State Technical College to Build New Workforce Training Facility at PREP Center

Ingram State Technical College is set to establish a new workforce training building at the Perry County-based PREP Center, a residential rehabilitation facility for state parolees and probationers. This initiative aims to enhance job training opportunities, particularly in operating heavy machinery.

The PREP Center, managed by the Alabama Bureau of Pardons and Paroles, provides substance abuse treatment, mental health services, and job training through programs run by Ingram State. Since its opening in 2022, 232 men have graduated from the facility, all of whom have secured employment and housing, with zero recidivism reported.

The proposed training building will include two classrooms and a concrete pad dedicated to forklift operation training, enhancing the skillset of graduates in outdoor equipment operation. Alabama Community College System’s chief facilities officer, Mark Salmon, emphasized the facility’s robust capabilities, detailing plans for over 20,000 square feet under cover.

The budget request for Ingram State’s programs at PREP for 2026 has been submitted, totaling $18.3 million, marking a 60% increase from the previous year. Details on construction costs remain undisclosed, with plans underway to seek bids in January, with construction expected to commence in Spring 2025 and conclude by March 2026.

Additionally, lawmakers are exploring further utilization of the PREP Center. Senator Greg Albritton noted its potential role in transitioning inmates to new prison facilities under construction. While currently housing a manageable number of residents, the center briefly addresses overflow from the damaged Dallas County Jail until a new facility is built.

“I anticipate this facility being used during prisoner transfers from old to new prisons,” said Albritton. “Collaboration across agencies exemplifies our commitment to effective rehabilitation.”
