Gudger Appoints Howe to FORGEPAC and Names Skaggs Chief of Staff

Alabama Statehouse Staff Reshuffle: Key Leadership Changes Announced

In a significant staffing transition at the Alabama Statehouse, Senate President Pro Tem Garlan Gudger, R-Cullman, has announced that Chief of Staff Tim Howe will depart to lead FORGEPAC’s incumbent protection program in preparation for the 2026 election cycle. Taking Howe’s place is Jess Skaggs, who has served as Chief of Staff to Lt. Governor Will Ainsworth.

Gudger praised Howe’s extensive political experience, stating, “Tim’s background makes him the perfect choice to head FORGEPAC’s efforts to maintain our conservative supermajority in the Alabama Senate.” He expressed confidence that Skaggs, who has built strong relationships with state senators during his time as Ainsworth’s chief of staff, will contribute effectively to his leadership.

Howe, known as a seasoned GOP strategist and former executive director of the Alabama Republican Party, brings a wealth of experience having led numerous statewide and legislative campaigns. He initially joined the staff as chief of staff to then-President Pro Tem Greg Reed in 2023 and continued under Gudger after he assumed leadership earlier this year.

Ainsworth commended Skaggs for his loyalty and dedication, remarking, “His relationships with the senators and knowledge of the legislative process will be as much of an asset to Pro Tem Gudger as they have been to me.”

Skaggs has played a critical role in advancing significant legislative priorities, including tax reforms and workforce development initiatives, since joining Ainsworth’s team in 2019 and becoming chief of staff in 2022. The transition is anticipated to be finalized by the end of August, marking a pivotal moment in the leadership dynamics of Alabama’s Senate.
