Federal Judge Orders Redistricting in Alabama, Enhancing Black Voter Representation

MONTGOMERY, Ala. – In a landmark ruling on Friday, U.S. District Judge Anna Manasco mandated Alabama lawmakers to redraw state Senate districts, citing a violation of the Voting Rights Act that diluted Black voter influence, particularly in Montgomery. The judge prohibited the use of the existing map in the upcoming 2026 elections, requiring the creation of a new district where Black voters hold a majority or near-majority.

Judge Manasco’s 261-page ruling articulated the necessity for a redistricting plan that either includes an additional majority-Black Senate district in Montgomery or establishes a district where Black voters can elect a senator of their choosing. The ruling stemmed from a 2021 lawsuit arguing that current district lines improperly concentrated Black voters into a single district, minimizing their electoral impact in surrounding areas.

While the judge found no Voting Rights Act violation in Huntsville, she noted the evidence supported the creation of another Black-majority district in Montgomery. The lawsuit was initiated by the Alabama State Conference of the NAACP, Greater Birmingham Ministries, and a group of Black voters, with representation from the ACLU and Southern Poverty Law Center.

“This decision proves that challenging injustice can lead to tangible progress,” said Benard Simelton, president of the Alabama State Conference of the NAACP. He emphasized the need for continued efforts to ensure fair representation across the state, especially concerning Huntsville.

Alabama Attorney General Steve Marshall has not yet commented on the ruling, which may be subject to an appeal. This decision follows a lengthy legal struggle over the state’s congressional districts, resulting in a new congressional district established for the 2022 elections. Despite the anticipated changes in Montgomery’s legislative map, the Republican majority in Alabama’s legislature is expected to remain intact.
