Alabama’s Tax-Cut Bills Await Senate Consideration as Session Winds Down

As Alabama’s legislative session nears its conclusion, a significant package of tax-cut bills, previously passed by the House, awaits deliberation in the Senate. With a total value of approximately $192 million, the proposals include a notable reduction in the state’s grocery tax from 3% to 2%, slated to take effect on September 1. This initiative responds to ongoing calls for tax relief for families, seniors, and local communities.

Senator Arthur Orr, chair of the Senate’s education budget committee, indicated that the bills are still on the table and will be discussed with possible amendments. “We’re looking at amendments,” Orr told Alabama Daily News, underscoring that the reductions could impact the state’s Education Trust Fund.

The Alabama Republican Party, led by Chairman John Wahl, has expressed commitment to facilitating meaningful tax relief. "Our focus has always been on delivering real, lasting tax relief for the people of Alabama,” Wahl stated, emphasizing the importance of allowing residents to retain more of their earnings.

The package includes four primary components:

  • House Bill 386: Reduces the grocery tax, estimated to save taxpayers $122 million annually.
  • House Bill 387: Empowers local governments to lower the grocery tax by their own resolutions.
  • House Bill 388: Doubles income tax exemptions for seniors withdrawing from retirement accounts, costing an estimated $45 million.
  • House Bill 389: Increases the standard deduction for lower-income earners and expands dependency exemptions beginning with the 2026 tax year.

While House Minority Leader Anthony Daniels proposed extending an overtime tax cut, no progress has been reported on that front. As the session wraps up, the fate of these tax-cut bills remains a topic of heavy interest among legislators and constituents alike.
