As Congress returns for the final period of the session, they face a deadline of December 20 to prevent a government shutdown. Democrats and Republicans are likely to pass a temporary funding bill, known as a continuing resolution, to keep the government running until early 2025. Senate Majority Leader Chuck Schumer suggested the inevitability of a short-term bill, emphasizing the need to keep it free of divisive provisions. Republican leaders acknowledge that a budget agreement is unlikely before Christmas and expect a CR to be in place until March, potentially including disaster relief funding for states affected by hurricanes. The process of funding the government usually requires bipartisan support, as bills have to clear the Senate’s 60-vote threshold. Given the current balance of power and the upcoming shift in Senate control, Democrats will have a significant role in shaping any legislation.

Passing a large funding package during the holiday season could be challenging for many House Republicans, potentially impacting House Speaker Mike Johnson’s re-election bid. Rep. Mike Simpson noted that there is limited time to negotiate individual funding bills, suggesting that a CR for all government agencies until March is likely. Despite uncertainties about the final decision, it is expected that Congress will opt for a temporary funding measure to prevent a government shutdown in December.
