Alabama’s CHOOSE Act Sparks Debate Over Accountability in School Choice
BIRMINGHAM, Ala. – The new CHOOSE Act in Alabama has ignited a debate over accountability in school choice, as private schools accepting public funds are not subject to the same rigorous standards as public institutions. The law, designed to grant parents the autonomy to select educational pathways for their children, shifts the onus of oversight from the state to families.
Supporters, including House Education Budget Chairman Danny Garrett, argue that parents should determine educational success, citing a growing demand for customization and choice in all life aspects. “If a parent chooses a non-traditional route, that’s their freedom,” Garrett told Alabama Daily News, emphasizing that this law reflects changing attitudes about parental rights.
Under the CHOOSE Act, private schools are required to administer annual tests to students using Education Savings Accounts (ESAs) but are not mandated to publicly report or analyze these scores. House Education Policy Chair Terri Collins admitted that the lack of robust accountability measures could deter schools, as adding oversight might discourage participation.
As of June 18, over 14,700 students have been approved for $7,000 ESAs, equating to over $103 million in public funding for private education for the upcoming school year. This funding contrasts sharply with Alabama’s public schools, which will receive approximately $5.6 billion for the 2025-26 school year.
Critics, including education experts and public school advocates, argue that such disparities create unequal expectations for schools funded by taxpayer dollars. They call for private institutions to undergo the same evaluations as public schools, suggesting that transparency is crucial for families to assess educational outcomes effectively.
As the CHOOSE Act takes effect, the effectiveness and accountability of Alabama’s school choice remain pressing concerns.
