Alabama Launches RAISE Act: Enhancing Student Support Through Targeted Funding

BIRMINGHAM, Ala. – Alabama school districts are set to benefit from a significant funding boost aimed at enhancing support for high-needs students, following the passage of the RAISE Act. This new initiative introduces a funding formula that allocates $166 million for the 2025–26 school year, focusing on specialized resources for students in poverty, special education, English learners, gifted programs, and charter schools in wealthy districts.

Lawmakers emphasize that with this funding comes a heightened expectation for accountability. Districts must provide comprehensive plans on how they will utilize these funds to achieve measurable improvements in student achievement. Mark Dixon, president of A+ Education Partnership, highlighted the necessity of pairing increased funding with accountability measures, stating, “The goal here is to move the needle for kids.”

The financial commitment includes $108 million in new funds along with $58 million repurposed from existing Education Trust Fund allocations. Districts will be required to submit accountability plans detailing their goals, spending, and performance analysis. The first round of these plans is due by November 1, 2026.

As part of the rollout, the Alabama State Department of Education (ALSDE) will develop a comprehensive guide and undergo an audit of current funding mechanisms for targeted groups. Additional training for school officials on effective fund utilization is mandated by January 2027.

A series of new oversight committees will monitor the implementation of the RAISE Act, including a Review Committee and an Accountability and Implementation Board. These bodies will assess academic performance and recommend necessary adjustments to the funding system.

With initiatives set in motion, Alabama’s educational landscape aims to become more equitable, securing a better future for its students.
