Alabama Pardons and Paroles leaders advocate for the expansion of inmate rehabilitation programs.


Leaders of the Alabama Bureau of Pardons and Paroles are calling on lawmakers to consider funding the expansion of an inmate rehabilitation program that has so far proven successful in eliminating recidivism. The program, operating at the PREP Center in Perry County, has graduated around 300 inmates with no one returning to prison. The program offers substance abuse treatment and job training courses to recently paroled inmates.

Director Cam Ward expressed the desire to increase the program’s capacity by having graduating classes of 100 and opening two additional rehabilitation centers under the program. He also suggested repurposing the soon-to-be-closed Staton and Elmore Correctional facilities for this purpose. The goal is to increase the state’s parole grant rate, which has recently risen to 21% due to the success of the PREP Center.

In addition to expanding the program, barriers to employment faced by former inmates were discussed, including the lack of necessary documentation like driver’s licenses, Social Security cards, and birth certificates. Efforts are being made to address these issues, with initiatives in place to ensure inmates leaving prison have the required documents for employment.

The push to reduce recidivism by 50% by 2030 comes as part of a larger effort by the bureau to provide support and resources to those reentering society after incarceration. The success of the inmate rehabilitation program at the PREP Center serves as a model for potentially reducing prison populations and improving outcomes for parolees in Alabama.
