Alabama makes significant investment in its specialized public schools.


Alabama lawmakers are set to consider the state’s education trust fund budget, which includes a $9.9 billion proposal with a significant investment in K-12 public schools. The average amount per student is expected to increase from $8,700 to $9,200 next year. However, a closer look reveals a larger investment in three specialty public schools – the Alabama School of Fine Arts, the Alabama School of Mathematics and Science, and the Alabama School of Cyber Technology and Engineering.

These schools, which rely solely on state funding and contributions, offer specialized academic missions and operate as separate state agencies with their own boards of trustees. Their per-student funding significantly surpasses that of traditional public schools, with ASMS receiving $42,200 per student, ASFA receiving $35,900 per student, and ASCTE receiving $35,500 per student.

Senator Arthur Orr chairs the Senate education budget committee and ASCTE’s board of trustees, acknowledging the disparity but praising the schools as “a gifted program on steroids.” The specialty schools provide unique opportunities for students to develop their talents. Meanwhile, a recommendation to implement a weighted student formula to address specific student needs is being considered.

Officials from the specialty schools have asked for additional funds to expand enrollment and facilities. A new School of Healthcare Sciences is also in the works, set to open in fall 2026. Despite concerns about funding inequities, the specialty schools continue to receive support and recognition for their academic achievements. Alabama’s investment in these schools aims to provide students with the resources to reach their fullest potential and contribute back to the state.
