Topping Out Ceremony Marks Major Milestone for Alabama’s New State House
MONTGOMERY, Ala. — A significant milestone was reached on Thursday as Alabama lawmakers celebrated the ‘topping out’ ceremony for the new State House, a construction tradition commemorating the completion of a building’s structural framework. Gathered in the RSA Plaza building, legislators marked this event as the new facility is set to be completed by late 2026.
The new State House, located adjacent to the existing one, carries an estimated cost of $292 million. Lawmakers signed an agreement in 2023 with the Retirement Systems of Alabama (RSA) for its construction, leading to plans for a seven-story, 460,000-square-foot facility. The Legislature will lease the building, with an expected 8% return on investment for RSA.
David Bronner, RSA’s CEO, emphasized the enhanced experience for both lawmakers and the public. “The big thing is the public has got room now to come to the Legislature,” Bronner stated, noting that the new venue is long overdue.
Currently, the existing State House, which opened in 1963 and was originally intended for temporary use, has become increasingly inadequate for legislative needs. House Speaker Nathaniel Ledbetter expressed relief at moving forward, highlighting issues such as inadequate meeting spaces and mold.
As of February, construction is on schedule and under budget, with approximately 90% of contracts awarded, primarily to Alabama companies. The House recently passed a bill permitting the demolition of the old State House; however, costs for this and related projects are not included in the new building’s budget.
Rep. Chris Blackshear conveyed enthusiasm for the new design, stating, “It is the people’s house, and it’s a better place for the citizens of Alabama.” With improved access, he hopes more citizens will engage with their representatives, fostering interest in state governance.
