BIRMINGHAM, Ala. — Advocates, industry leaders, and Alabama lawmakers convened in Birmingham on Friday for “Session Rewind,” a panel discussion reflecting on the influences that shaped the 2025 legislative session, particularly public opinion and special interests. The event, organized by Peritus Public Relations and held at the Innovation Depot, featured insights from Rep. Neil Rafferty (D-Birmingham), Sen. April Weaver (R-Barfield), and other community leaders.
Key topics included healthcare access in rural Alabama, as both Rafferty and Weaver highlighted public concerns about the financial struggles of rural hospitals. They credited this sentiment with facilitating two major legislative outcomes: the introduction of a rural hospital tax credit program and a portable benefits program for gig workers. Weaver emphasized the economic significance of rural hospitals, stating, “It’s crucial for us to protect them for healthcare access and employment.”
Senate Bill 86, supporting independent contractors in maintaining health benefits, was also discussed, with Rafferty noting Alabama’s pioneering role in this area. However, public scrutiny also prompted legislative action on other issues, including House Bill 445, aimed at regulating consumable THC products like delta-8.
During the event, advocates like Carlos Javier Torres of the Hispanic Immigrant Center of Alabama spoke on their significant efforts to counter anti-immigration measures, while Carla Crowder from Alabama Appleseed highlighted a bipartisan coalition that gathered support for sentencing reform.
