Mobile, AL – In a significant shift for the hemp industry, Jennifer Boozer, owner of Cannabama in Downtown Mobile, anticipates a major impact as the state prepares to enforce new THC regulations starting July 1. Governor Kay Ivey recently signed House Bill 445, which will render smokable hemp products illegal, while allowing lower-strength edibles and beverages to remain on the market.
Boozer expresses concern over this impending change, highlighting the popularity and practicality of smokable hemp flower, which many users find offers immediate relief. "Customers are going to have to seek alternative sources in Florida or Mississippi, or worse, turn back to the black market," she warned.
Lawmakers advocate that the bill aims to enhance public safety, particularly for children, and empower the Alabama Alcohol Beverage Control (ABC) Board to regulate hemp sales. However, Boozer and fellow business owners had previously proposed a framework that included public safety measures, testing, and labeling requirements, which went unaddressed.
Customer Alfred Ward shared similar concerns, questioning the long-term economic impact as local tax revenues from hemp sales decline. “We were collecting millions in sales tax; what happens now?” he asked.
The ABC Board’s communications manager, Dean Argo, acknowledged the complexity of the new law while assuring that they are working diligently to establish the necessary regulations.
Since the bill’s announcement, Boozer reports a marked drop in customer traffic, as people fear potential repercussions from the new law, despite the fact that current products remain legal until the deadline. As clarity is sought, Boozer believes that legal action may be necessary to mitigate the consequences of these changes.
