Bipartisan Bill Introduced to Streamline Defense Sales

On Thursday, a coalition of bipartisan Representatives, including Robert Aderholt (R-AL), Jared Moskowitz (D-FL), Jimmy Panetta (D-CA), and Ryan Zinke (R-MT), unveiled the Accelerate Revenue for Manufacturing and Sales Act (ARMS Act). This legislation aims to enhance the Special Defense Acquisition Fund (SDAF) to expedite the provision of U.S.-manufactured defense capabilities to international allies and partners.

Rep. Aderholt emphasized the bill’s importance, stating, “This bipartisan bill will help ensure that America’s allies and partners can receive critical defense equipment in a timely manner.” The ARMS Act is poised to address current inefficiencies in the Foreign Military Sales process, which have become increasingly pressing as international demand for U.S. defense products has surged.

Rep. Moskowitz remarked, “The ARMS Act is a win-win for our economic and national security.” As the U.S. confronts global threats from adversaries like Russia and China, the act is designed to bolster both domestic manufacturing and the defense capabilities of allies.

Concerns over bureaucratic delays were echoed by Rep. Panetta, who stated, “It’s unfortunate, but unnecessary and burdensome bureaucratic delays slow down the ability of the United States to fully support our democratic allies.” He highlighted that expanding the SDAF is a strategic move to enhance global stability.

Zinke added, “This bill delivers on my mission to eliminate delays that hinder defense capabilities.” He underscored that the SDAF plays a crucial role in strengthening the defense industrial base without imposing additional costs on taxpayers.

The ARMS Act has garnered robust bipartisan support, along with backing from prominent defense organizations, including the National Defense Industrial Association and the Aerospace Industries Association, further indicating its potential impact on U.S. defense posture and international alliances.
